Rules and Regulations

Regulation of public parks owned and managed by the city of cottonwood shores, texas  hours of operation  

City Park(s)  All city parks shall be open to the public from 6:00 a.m. until 10:00 p.m., Daily, unless closure due to flooding or possible flooding.  Boat Ramp: The boat ramp will be open 24 hours daily with the exception of closure due to flooding or possible flooding or for the annual boat races. 

Permitted uses on and within the parks

Picnics, barbeques, family reunions, celebrations and seasonal events. (Fires in park designated barbecues and pits only)  Walking, jogging, bicycle riding, sitting and napping.  Trailer storage (connected to vehicle), boat loading and unloading at Boat Ramp Park only.  Skateboarding at the Skate Park only.  Public functions, provided a special permit is obtained from the City:  Applications for public function permits must be submitted a minimum of 30 days prior to the  event date.  Public function permits may be applied for a maximum of twelve (12) months prior to the event date.  Reservations: All park reservation requests will be on a first-come, first-served basis.  Reservation request conflicts will be resolved by the City Administrator or authorized representative.  Reservations for the Civic Center will be taken at City Hall between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except for official holidays.  Reservations may be made a maximum of twelve (12) months in advance of the date of the request.  Other persons may use park property, unless such use is subject to use by persons who have a prior reservation. 

A deposit of $200.00, paid prior to event date, will be retained by the City to be refunded after ten (10) business days after inspection.   Any costs for cleaning or repairing the park resulting from the reservation will be deducted from the deposit.

Prohibited uses for any and all city parks  

Remaining on or in any park for a period of more than 16 hours (6:00 a.m. to 10:00 p.m.) without a special permit from the City.    Camping Prohibited.   It shall be unlawful for any person(s) to camp in a City park.    There shall be no overnight parking of any unauthorized portable building, camping unit, motor  vehicle, or recreational vehicle within any City park or within the parking area of any City park.    Operating, stationing or parking any motorized vehicle in any area of any park not designated for  parking or vehicular circulation except by City approval. Exception of motorized conveyance for  handicap.    

Lighting or creating fire in any area of any park, except for designated barbeques or fire pits.    Fireworks Prohibited.   It shall be unlawful for any individual, firm,  partnership,  corporation, or association to possess, manufacture, assemble, sell, use, discharge, cause to be discharged, ignite,  detonate,  fire, or otherwise put in action, any fireworks of any description within the jurisdiction of the City. Per Ordinance 5003.    Glass Containers Prohibited. It shall be unlawful for any person to bring any glass container into a  City park or possess any glass container in a City park. Public consumption of any alcoholic beverage shall be prohibited at any City park, with the exception of Community Park, and then only with an approved special permit.    Display or use of any firearm whatsoever, including bow and arrow or crossbow, in any park at any time.    Discharge of Firearms Prohibited.  It shall be unlawful for any person or persons to knowingly discharge a firearm within the City limits of the City of Cottonwood Shores, Texas, including within any park, for any purpose. Per Ordinance 8002.  

Prohibited acts in or on any and all city parks  

Defacement, destruction, or damage to any facility on or within any park.    Disposal of any refuse or litter whatsoever, except in designated containers. Any lewd or lascivious act, public nudity or loud profanity.

Alcohol permit   

Alcohol is permitted only at Community Park, and only with an approved special permit, and subject to the conditions of such permit.  Law enforcement officer(s) shall be present at any function with an alcohol permit, said officer(s) to be paid by the permit holder.  PETS   Pets must be on a leash at all times while in parks.  Owners or handlers are responsible for cleaning up after pet(s).  

Assumption of own risk 

Swimming in designated areas only, at the swimmer’s own risk. (NO Swimming at Boat Ramps)    No fishing in swimming areas.    Skatepark:  Use of skateboard area or at users’ own risk.    Proper safety equipment is recommended and encouraged for any activity inside any City park. The City shall not be liable for injuries from any activities in any park.
